Kyrgyzstan Adopts Landmark Regulation to Protect Stateless Persons

The Ferghana Valley Lawyers Without Borders played an important role, alongside key stakeholders—including government agencies, international organisations, and non-governmental institutions—in drafting the Government Regulation on the Procedure for Determining the Status of a Stateless Person and Issuing a Stateless Person’s Certificate. This regulation entered into force on 10 March 2025.

The adoption of this regulation marks a significant milestone in improving the situation of stateless persons in Kyrgyzstan. It provides a legal framework for their recognition and integration, ensuring access to fundamental rights, as well as social and economic benefits. By facilitating the legalisation of stateless individuals, this regulation enhances their ability to participate fully in society.

Ferghana Valley Lawyers Without Borders welcomes this important step taken by the Government of the Kyrgyz Republic and reaffirms its commitment to continuing collaborative efforts to improve the status of stateless persons. FVLWB will continue working towards strengthening the protection of their rights and freedoms, as enshrined in national legislation and international agreements recognised by the Kyrgyz Republic.
